Lower levels of literacy and the decline in reading is a serious (national) problem. And in Fryslân there is also considerable focus on multilingualism. In 2021, Leeuwarden UNESCO City of Literature conducted research into reading promotion in Friesland. A (Dutch) report was published in September of that year.

Multilingualism helps raise awareness of language. It also supports the development of personal identity and fosters openness to other languages and cultures. Many initiatives designed to promote literacy, multilingualism and an interest in reading are currently underway in the province. Leeuwarden City of Literature is mapping these initiatives and is planning to launch a (complementary and unifying) international project to promote the Frisian language. Taking literature as its starting point, the project will also promote reading and multilingual literacy.
